Parking
The Port Authority of Kansas City (Port KC) manages the Berkley Riverfront area and has created an Operation and Parking Policy to keep the park safe, clean, and accessible. These rules and regulations help ensure that everyone—whether visiting the park, running a business, or attending an event—has a safe and enjoyable experience.
The Operation and Parking Policy applies to anyone driving or parking a vehicle on the property. If you’re visiting Berkley Riverfront, please pay attention to signage and park only in designated areas. To enforce these rules, Port KC may issue citations, immobilize vehicles, or tow vehicles without warning if they’re in violation. For events or special cases, exceptions can be granted in writing by Port KC.

Operation & Parking Regulations
The Port Authority of Kansas City, Missouri (“Port KC”), in its capacity as owner of Berkley Riverfront Park and the adjacent streets, and as the manager of the Berkley Park Condominium Association charged with administering certain common areas, has adopted these Operation & Parking Regulations (“Regulations”). Operating and/or parking a motor vehicle at Berkley Riverfront is a privilege and must be exercised in a manner that results in a welcoming, safe, and enjoyable environment for all those choosing to visit or recreate at Berkley Riverfront.
All persons operating and/or parking a motor vehicle at Berkley Riverfront are subject to these Regulations, and the failure to abide by them may result in towing, immobilization and/or administrative citation(s) as provided herein. By operating and/or parking a motor vehicle at Berkley Riverfront or allowing a third party to operate and/or park a motor vehicle at Berkley Riverfront, the motor vehicle’s registered owner agrees to be bound by these Regulations.
A “motor vehicle” for purposes of these Regulations includes any licensed and self-propelled gasoline, battery, or hybrid powered vehicle used or intended to be used in the transportation of one or more persons.
R01 – Operation on sidewalk, park or other public property
No motor vehicle shall be operated upon any sidewalk, trail, park, grassed area or other location under the ownership or control of Port KC; provided, however, this provision shall not be construed to prohibit the use of personal mobility devices utilized to accommodate a physical disability, battery powered or battery-assisted bicycles, and scooters consisting of a footboard mounted on two wheels.
R02 – Operation on closed or barricaded streets
No motor vehicle shall be operated on any street, or portion thereof, on or around which portion there is a barricade or a sign stating that the street is closed.
R03 – Self-propelled recreational vehicles
No self-propelled recreational vehicles, whether gasoline, battery, or hybrid, designed to travel over unimproved terrain or otherwise not designed, intended or licensed to travel on any public street, including but not limited to, all-terrain vehicles (ATV), utility-terrain vehicles (UTV), golf carts, dune buggies, mini-trucks, tracked vehicles, go-karts, and dirt bikes, shall be operated upon any street, sidewalk, trail, park, grassed area or other location under the ownership or control of Port KC.
R04- Racing; burnouts
No motor vehicle shall be operated on any street for purposes of conducting any drag race or speed competition or exhibition of speed or acceleration or burnout. The term “burnout’ shall be defined as keeping a motor vehicle stationary and spinning its wheels and causing or intending to cause the motor vehicle’s tires to heat up and smoke.
R05 – Speed limits
No motor vehicle shall be operated in excess of posted speed limits.
R06 – Abandonment
No motor vehicle shall be abandoned upon any street, sidewalk, trail, park, grassed area or other location under the ownership or control of Port KC. Any motor vehicle operated, stopped, standing or parked in any manner failing to comply with these Regulations or parked in the same location in excess of twenty-four (24) consecutive hours may be deemed abandoned.
R07 – Inoperable state
No motor vehicle shall be operated or parked in an inoperable state. A motor vehicle lacking any one or more of the following, as is applicable to the type of motor vehicle, shall be deemed inoperable: one or more tires, front or rear fender, front or rear quarter panel, hood, trunk lid, front grill, front or rear clip, front or rear axle, engine, transmission, instrument panel, windshield, dashboard, or current license plate(s) or temporary tag(s).
R08 – Idling
No person shall cause or permit the engine of a motor vehicle to operate in idle for longer than five (5) minutes in any hour while parking, standing or stopped, or for longer than ten (10) minutes when the ambient temperature is below (32) degrees Fahrenheit. Notwithstanding the foregoing, this provision shall not be enforced with respect to any motor vehicle transporting disabled or special needs person(s).
R09 – Habitation
No person shall use or occupy a motor vehicle for purposes of human habitation on any street, sidewalk, trail, park, grassed area or other location under the ownership or control of Port KC.
R10 – Weight limitations
No motor vehicle with a maximum gross vehicle weight rating exceeding 10,000 pounds shall be operated on any street; provided, however, a motor vehicle exceeding this limit and engaged in the repairing or construction of any street or used in providing services or in carrying goods, merchandise or other articles to or from any location abutting upon any of such streets shall be permitted to enter thereon at the nearest point to the location and provide such services or deliver or receive such goods, merchandise or other articles, but shall not proceed thereon farther than the nearest point of exit and shall not remain for a time exceeding that which is reasonably required for purposes of providing such services or delivering or receiving such goods, merchandise or other articles.
R11 – Stopping/standing/parking, generally
No motor vehicle shall be permitted to stop, stand, or park:
a. On a sidewalk, trail, park, grassed area or other location where no provision therefor has been made;
b. On any street (except within a parking stall) or in a manner as to obstruct or impede vehicular traffic, in whole or in part;
c. Within an intersection or in a manner as to obstruct an intersection, in whole or in part;
d. On a crosswalk or in a manner as to obstruct a crosswalk, in whole or in part;
e. On any marked fire lane;
f. In any designated loading zone while not actively loading or unloading goods, merchandise or other articles; or
g. In any other location where prohibited by posted signage.
R12 – Loading zones
In the event any loading zone has been established and identified as such by signage, it shall be utilized solely for purposes of actively loading or unloading passengers, goods, merchandise or other articles. No motor vehicle shall stop, stand or park in such loading zone for any other purpose or in excess of the time limit identified by posted signage.
R13 – Parking restricted to motor vehicles
No parking stall shall be utilized for purpose of parking any trailer or other object not otherwise capable of self-propulsion unless the same has been pre-approved, in writing, by the manager of the Berkley Park Condominium Association.
R14 – Flow of traffic
No motor vehicle shall be permitted to stop, stand or park against the flow of vehicular traffic. Any motor vehicle stopping, standing or parking parallel to the curb shall stop, stand or park with the right-hand wheels parallel to and within 12 inches of the right-hand curb.
R15 – Head-in/Angled parking
On those streets which have been striped or otherwise marked for parking perpendicular or at an angle to the curb, no motor vehicle shall be permitted to stop, stand or park other than head-in and at the angle to the curb or edge of the roadway indicated by such striping or markings.
R16 – Parking within designated lines; single space
No motor vehicle shall be permitted to stop, stand or park in a manner as to occupy more than one parking stall, in whole or in part; provided, however, a motor vehicle used in providing services or in loading or unloading goods, merchandise or other articles to or from any location abutting such parking stalls shall be permitted to occupy more than one parking stall during such time as they are actively providing such services or loading or unloading such goods, merchandise or other articles, and no longer, so long as a designated loading zone for such purposes is not otherwise available for such purposes.
R17 – Parking for certain purposes prohibited
No motor vehicle shall be permitted to stop, stand or park for the purpose of displaying such motor vehicle for sale, washing, greasing or repairing such motor vehicle (except repairs necessitated by an emergency), displaying merchandise for sale, or for advertising purposes.
R18 – Obstruction of traffic
No motor vehicle shall be permitted to stop, stand or park in such a manner or under such conditions as to leave available less than ten feet of the width of the roadway for free movement of vehicular traffic or prohibit or impede access to any parking stall.
R19 – Regulated parking times
Whenever signs are erected limiting the length of time that a motor vehicle may be parked during specified hours, times and/or days, no motor vehicle shall be permitted to park for a period of time longer than specified on such signs.
R20 – Prohibited parking times
Whenever signs are erected prohibiting a motor vehicle from being parked during specified hours, times and/or days, no motor vehicle shall be permitted to park during such specified hours, times and/or days.
R21 – Reserved parking
Whenever parking signs are erected restricting the use of designated parking stalls to those guests, visitors, invitees, employees or patrons of specified retail or commercial establishments, no motor vehicle shall stop, stand or park in such designated parking stalls in a manner contrary to or otherwise inconsistent with the posted signage.
R22 – Payment and time limits
Whenever signs are erected requiring the payment of a fee to park during specific hours, times and/or days, no motor vehicle shall be permitted to park during such specified hours, times and/or days unless payment of the required fee shall have been made. No motor vehicles shall be permitted to remain in any such parking space for a consecutive period of time longer than that maximum limited period of time for which the parking is lawfully permitted, irrespective of the fee paid.
R23 – Use of parking spaces for physically disabled persons
Whenever signs are erected designating an area as parking for physically disabled persons, no motor vehicle shall be permitted to park therein unless bearing and properly displaying a valid distinguishing plate or card issued by the state, county or other place of which the motor vehicle’s registered owner is a resident.
R24 – Motor vehicle charging stations
Whenever signs are erected designating one or more parking stalls as being reserved for electric and/or hybrid motor vehicles, no motor vehicle other than an electric and/or hybrid motor vehicle shall be permitted to park in such stalls, and no electric and/or hybrid motor vehicle shall be permitted to park in such stalls if not actively charging their motor vehicle while so parked.
R25 – Compliance with Kansas City, Missouri ordinances
No motor vehicle shall be operated or parked in such manner as to violate any provision of Chapter 70, Code of Ordinances, applicable to the operation or parking of a motor vehicle within the corporate limits of Kansas City, Missouri.
EXCEPTIONS TO REGULATIONS
These Regulations may be waived, in whole or in part, as determined by Port KC, in writing, during any permitted event for which applicable portions of streets, sidewalks, trails, parks, grassed areas or other locations owned by Port KC have been reserved for use by the permittee and the permittee’s invitees.
These regulations shall not be applicable to any authorized emergency vehicle while responding to a medical, fire or police emergency at Berkley Riverfront
These Regulations shall not be applicable to any motor vehicle operated by Port KC, the City of Kansas City, Missouri, the Berkley Park Condominium Association, or their respective departments, agents, employees, and/or contractors while acting within the scope of their official duties.
ENFORCEMENT OF REGULATIONS
The operation or stopping, standing and/or parking of any motor vehicle in a manner contrary to or otherwise inconsistent with these Regulations may result in towing or immobilization of the offending motor vehicle, whether by wheel clamp (commonly referred to as a “boot”) or by device affixed to the motor vehicle’s windshield, as determined by Port KC and without warning or additional notice.
Any fees or charges of every kind payable to unlock or retrieve a towed or immobilized motor vehicle shall be due and payable by the motor vehicle’s registered owner and shall be remitted to the independent contractor retained for purposes of towing and/or immobilizing motor vehicles, as applicable. Neither Port KC nor the Berkley Park Condominium Association, or their respective agents, officials or employees, are liable or responsible for any damage caused to a motor vehicle by
an independent contractor or otherwise incurred by the motor vehicle’s registered owner or the motor vehicle’s operator or passengers and attributable to or otherwise arising from the enforcement of these Regulations.
